It&#8217;s also why Dyersburg&#8217;s water plant survived &#8211; and my question for xAI."},"content":{"rendered":"<p>Let&#8217;s talk about disaster mitigation, because that is an important part of a representative&#8217;s job.<\/p>\n<p>Disaster mitigation means doing the work before the disaster. You study what can go wrong, you plan for it, and you spend a little now so it costs a lot less later. One major national study found federal mitigation grants save about $6 for every $1 spent.<\/p>\n<p>Here&#8217;s a great example. After the 2010 flood in Dyersburg &#8211; the worst in the town&#8217;s history &#8211; the city used federal recovery money to raise the controls at its wastewater plant and move families out of a mobile home park sitting in the flood zone. When they had another flood in April 2025, the plant kept running and nobody was living in that park. That&#8217;s how disaster mitigation is supposed to work.<\/p>\n<p>If you&#8217;re familiar with my work, you know I am a big fan of research &#8211; and that&#8217;s how I will approach the disaster issue. I think we should study them, plan for them, and put the plan where the public can read it. And right now the biggest test of that principle isn&#8217;t a river. It&#8217;s being built in South Memphis.<\/p>\n<p>xAI is installing hundreds of Tesla Megapack batteries next to homes in Boxtown and Whitehaven. The fire code starts addressing these lithium batteries at 20 kilowatt hours. One Megapack holds about 3,900. xAI says the Tulane Road yard could include around 600 units by its own descriptions &#8211; which would make it one of the largest battery installations of its kind. At the Boxtown site, the permit filings I can see show Phase 1 built and Phases 2 and 3 sitting in plan review right now.<\/p>\n<p>Now, these are the safer kind of lithium battery, and I&#8217;m not telling you they&#8217;re going to explode. Batteries are honestly the cleanest thing on that site. If they cut how hard the gas turbines run, that&#8217;s good for the Boxtown air issue.<\/p>\n<p>But safer isn&#8217;t fireproof, and this is exactly what mitigation is for. When a grid-scale battery does catch fire, you can&#8217;t put it out. Tesla&#8217;s own guidance is to let it burn and cool everything around it with water &#8211; for hours, sometimes days. Two Megapack units burned at a site in Boulder City, Nevada last September, and California&#8217;s Moss Landing battery fire in January 2025 tied up crews for days. The Boxtown yard sits on top of the aquifer that a million people drink from.<\/p>\n<p>If one of these batteries, or multiple batteries, catch fire &#8211; and they use water to try and put them out &#8211; that means the contaminated runoff can seep into the ground. This is a low-odds, yet high-consequence problem in about the worst spot you could pick for it.<\/p>\n<p>Now, the fire code requires a hazard study, fire-test data proving flames won&#8217;t jump from unit to unit, minimum distances from homes, and an emergency response plan worked out with the fire department &#8211; all before batteries this size go in. And I could not find any of this in public records &#8211; I couldn&#8217;t even find the permits for the Megapack yards at Colossus II. So I fired off 6 records requests to a handful of agencies to figure out where all this stands.<\/p>\n<p>I&#8217;m not saying xAI broke those rules. I&#8217;m saying none of it is public.<\/p>\n<p>And I believe the public should see the plan before the next 400 batteries land, not after. And add the earthquake question, because Memphis sits on the New Madrid seismic zone &#8211; a real, active zone that produces about 200 small quakes a year. The code requires those batteries to be anchored for that. Is the plan on file? Same answer. Show us.<\/p>\n<p>Now, a member of Congress has no authority over building permits or fire code &#8211; that&#8217;s Memphis, Shelby County, and the state fire marshal&#8217;s audit duty.<\/p>\n<p>But this is a lesson in what needs to be done on the federal level. We don&#8217;t only need legislation &#8211; we need transparency and strict enforcement &#8211; because none of this matters if we don&#8217;t hold people accountable.<\/p>\n<p>FEMA&#8217;s mitigation grant program &#8211; the one that funded work like Dyersburg&#8217;s &#8211; got cancelled last year, courts ruled that illegal, and it&#8217;s back with money on the table until July 23. I&#8217;d vote to fund it and make it permanent. The Clean Air Act and the EPA are the levers on the turbines. And a House member can put xAI in a hearing room and ask, under oath, where the fire plan is.<\/p>\n<p>Mitigation is just the grown-up version of looking before you leap. Dyersburg looked.
